Winter Springs commissioners are set to vote Monday, Oct. 26, on the city's next round of street repaving, a contract that would mill and resurface about 3.2 miles of road in three parts of the city.

The item is on the consent agenda for the 6:30 p.m. meeting at City Hall, 1126 E. State Road 434. Staff recommends a purchase order to Middlesex Paving, LLC for $977,231.85, plus a 10% contingency, for a total of $1,074,955.04. The contract piggybacks on a Seminole County bid, and the work would be paid from the city's infrastructure surtax fund, according to the agenda report.

Where the crews would go

The city's project list groups the work into three areas:

  • North Edgemon: North Edgemon Avenue from West State Road 434 to State Road 419; North Fairfax Avenue from West State Road 434 to North 3rd Street; and North Devon Avenue from North 1st Street to North 3rd Street.
  • Davenport Glen: Warrington Street from Davenport Court to Littleton Court, plus Davenport Way, Stockport Street, Tiverton Street, Kentstown Court, Cougar Court and Woodchuck Court.
  • Glen Eagle: Eagle Nest Circle from Overlook Way to Golfpoint Drive, Wingspan Way, Overlook Way, Golfpoint Drive, Forest View Court and Nature Court.

The city ranks its streets with a Pavement Condition Index, and the attached data shows why some made the list. The worst segment, Warrington Street between Stockport and Tiverton streets, scores 40. Edgemon Avenue from Shepard Road to State Road 419 scores 42, and parts of Eagle Nest Circle and Forest View Court sit in the 40s.

After milling and overlay, each segment is projected to score 100.

Middlesex's pricing sheet estimates 12 days of traffic control on the job. The agenda does not give start dates.

A cheaper treatment on trial

Staff also outlined a second tool. Within the next few weeks, the city plans a demonstration of pavement rejuvenation, a treatment meant to restore flexibility to aging asphalt and delay more expensive resurfacing, on a small stretch of road. Other cities and industry representatives will be invited to watch.

If the results satisfy staff, the city intends to apply rejuvenation later in the fiscal year to a list of 182 street segments that are in better shape, including stretches of Alderwood Street, Dyson Drive, Arabian Avenue and Eagle Wind Terrace. Those roads are not part of Monday's contract.

The same meeting includes the final vote on the backyard chicken ordinance and a discussion of the city's whistleblower policy.
