Proposed Changes to T5 Transect Setbacks
The Community Development Department, in coordination with the City Attorney's Office, drafted proposed amendments to Chapter 20, Zoning, Article III, Division 12, specifically the Town Center District Code for the T5 Transect (Urban Center Zone).
The proposed changes serve three purposes: updating setback requirements for townhomes, bringing T5 Transect standards in line with T3 and T4 Transect standards, and clarifying the applicable front and principal plan setbacks for all structures in the T5 Transect.
The T5 Transect comprises the core of the Winter Springs Town Center, functions as the City's central business district, and is designed for a higher intensity mix of uses including retail, office, and residential. The Town Center District governs development along and neighboring the State Road 434 and Tuskawilla Road corridor.
Planning and Zoning Board Recommendation
On September 3, 2026, the Planning and Zoning Board, acting as the Local Planning Agency, conducted a public hearing for the first reading of Ordinance 2026-07.
The Board concluded its hearing with a recommendation of approval to the City Commission.
