Winter Springs outlines retirement tribute for Deputy Chief Kevin Presley

A city staff report recognizes the deputy chief’s retirement and traces his service from patrol officer in 1995 to leadership across the police department.

Winter Springs’ September 28 City Commission packet recognizes Deputy Chief Kevin Presley’s retirement after more than 30 years with the police department.

The city staff report says Presley joined the department as a patrol officer in November 1995. His later roles included patrol lieutenant and captain assignments in support services, operations and criminal investigations. He also oversaw the department’s professional standards function.

Presley was a founding member of the department’s SWAT team, serving on it for 20 years and eventually becoming its commander, according to the report. The document also credits him with helping develop police training.

Staff placed a resolution recognizing his service on the September 28 consent agenda and recommended presenting it at the next scheduled commission meeting. The packet documents the retirement tribute; it does not verify the commission’s vote or a presentation date.
