Commission Holds Final Votes on Tax Rate and $116.5 Million Budget Monday

The proposed tax rate of 2.5160 mills equals the rolled-back rate. The agenda also includes a stormwater pond policy and an accessory dwelling request.

The Winter Springs City Commission is scheduled to take its final votes on next year's property tax rate and budget at its regular meeting Monday, Sept. 28, at 6:30 p.m. at City Hall, 1126 East State Road 434.

The tax rate and budget

The proposed final operating rate for the fiscal year that begins Oct. 1 is 2.5160 mills, according to the resolution on the agenda. The resolution states that the rate equals the rolled-back rate, which under Florida law is the rate that would raise about the same property tax revenue as the current year, not counting new construction.

The proposed budget totals $116,526,080 including transfers between funds. That breaks down to $26,996,957 for the General Fund, $19,248,526 for other governmental funds and $70,280,597 for enterprise funds. The Seminole County Property Appraiser certified the city's taxable value at $4,152,942,725.

Both items are public hearings, so residents can speak before the commission votes.

Stormwater ponds

The commission will also consider a policy that sorts the city's stormwater ponds into public, hybrid and private categories and spells out who maintains what. Under the proposed resolution, the city's responsibility for public stormwater infrastructure does not necessarily extend to mowing, landscaping, shorelines or aquatic plants, which may remain with property owners or homeowners associations.

Other items

Also on the agenda are a conditional-use request for an accessory dwelling unit at 1626 Wood Duck Drive, the second reading of an ordinance changing building setbacks in the Town Center's T5 district, and a resolution recognizing the retirement of Police Deputy Chief Kevin Presley.

Residents who want to speak fill out a public input form at the meeting. Individuals get three minutes, and representatives of groups or homeowners associations get five.
