The Seminole County School Board is set to vote Tuesday night on ending its ice cream and frozen treats contract with Ice Cream Distributors of Florida, LLC, and on debarring the company from district business for three years.
The board awarded the bid to the company on May 12, 2026, according to a staff memo in the agenda packet. Since then, district staff wrote, the supplier has not satisfactorily performed the work laid out in the bid documents.
How the district got here
After logging multiple concerns, Red Apple Dining, the district's school food service, and the Purchasing Department sent the company a formal notice of unsatisfactory service on Sept. 14, by both email and Federal Express. The memo says the company neither acknowledged the notice nor sent the response it required.
On Sept. 23, staff followed with a second letter telling the company to stop all work on the award immediately while the board considers termination. That letter also put the company on notice that the district intended to seek a three-year debarment.
The agenda memo does not include any response from the company.
Staff list the cost of the change as undetermined, but they expect Red Apple Dining to pay more for ice cream and frozen treats bought from other suppliers. The memo was prepared by Purchasing and Distribution Coordinator Jason Wysong and Procurement Agent Victoria Gonzalez.
The item sits on the consent agenda, which the board typically approves in a single vote unless a member pulls an item for separate discussion.
