A zoning change up for a final vote Monday would make it practical to build townhomes in the core of the Winter Springs Town Center, according to the city.
The Town Center's T5 zone, the blocks the city describes as its central business district along State Road 434 and Tuskawilla Road, already allows townhomes. But the setback rules adopted in 2020 require at least 25 feet in front and 3 feet on the sides for every building, which the proposed ordinance says makes townhome development there "impracticable."
What would change
Under Ordinance 2026-07, townhome lots in the T5 zone could sit as close as 4 feet from the front property line and share side walls with no side setback. The city says that would bring the zone in line with the rules in the neighboring T3 and T4 zones.
Every other type of building would keep a 25-foot minimum front setback, and its minimum side setback would rise from 3 feet to 5 feet. The ordinance also says a building's minimum front setback is 25 feet or the average of the developed lots on either side, whichever is greater.
