County commissioners take up 308 apartments planned off Slavia Road near Oviedo Marketplace

Greeneway Preserve would replace an RV and boat storage lot and vacant land at Slavia Road and SR 417; county planners unanimously recommended the rezoning, while neighbors' letters object to traffic and lost green space.

A 308-unit apartment complex proposed at Slavia Road and State Road 417, just south of the Oviedo Marketplace area, goes before the Seminole County Board of County Commissioners on Tuesday, Oct. 13.

The project, called Greeneway Preserve, needs two approvals: a small-scale change to the county's future land use map, from Low Density Residential and Planned Development to High Density Residential, and a rezoning from agriculture and planned development to R-4 multiple-family. High Density Residential allows up to 20 homes per net buildable acre. The site covers about 23.42 acres in unincorporated Seminole County.

What is there now

One of the three parcels is the Oviedo Boat & RV Storage planned development, approved only for parking boats and commercial and recreational vehicles. The rest is vacant, according to the applicant, represented by Brent Lenzen of Kimley-Horn and Associates. A condominium community already sits to the southwest.

The applicant's narrative describes a clubhouse and pool, three stormwater ponds, buildings no taller than 60 feet, a 10-foot landscape buffer on every side and open space on more than 55% of the buildable land. The developer would also build a new public road to reach the properties to the north, replacing the current Terra Lane.

What county staff found

The county staff report says about 2.1 acres of the site are wetlands, and the plan keeps about 1.8 acres of them. Much of the land appears in the floodplain on the 2007 federal flood map, though a newer county study of the Howell Creek basin shows less floodplain there.

Because that basin has limited downstream capacity, the site must hold the runoff from a 25-year, 24-hour storm on the property. A study of threatened and endangered species will be required before a site plan is approved.

Slavia Road, a major collector, now operates at a "C" level of service, and its widening is in the county's five-year capital program. The developer would add right and left turn lanes into the site and a 6-foot sidewalk where none exists.

Seminole County Public Schools reported that the zoned elementary school is over capacity on projected reservations, but found room for the project's students within the surrounding concurrency service area.

The county Planning and Zoning Commission voted unanimously on Sept. 2 to recommend approval, and staff recommends that commissioners adopt both ordinances.

Objections on file

The agenda packet includes five letters labeled as opposition. The ones reviewed for this story, from Oviedo-area residents, cite traffic, crowded schools and the loss of green space and wildlife habitat. The applicant argues the complex would meet growing housing demand near shopping, schools and a hospital.

Commissioners meet at 9:30 a.m. in the County Services Building, 1101 E. First St., Sanford; public hearings begin after a recess until 1:30 p.m.
